Gibson Wright, owner of the Northlake property and Dominion Land and Development, said that once the property is sold, he would use the proceeds to pay the property taxes owed on the land.

Wright is far from alone.

?We have definitely seen some fluctuations from year to year,? said Carey Adams, chief deputy treasurer for Chesterfield County. ?There is no doubt that the downturn in the economy has affected us in tax collection.?

In Chesterfield, entities that make up Roseland, a bankrupt and yet-to-be-built 1,300-acre development, owe more than $500,000. (The Chesterfield County tax delinquency figures were first reported by the Chesterfield Observer.)

In Richmond, RIC Capital Ventures LLC, an entity tied to the downtown music venue The National, owed $84,000, according to city records.

Some of the largest delinquent businesses in Henrico County are various entities tied to the Tetra Companies, a defunct Virginia Beach developer that has seen much of its Richmond area real estate go into foreclosure.

And when it comes to real estate taxes, counties have a message for delinquents: They will get almost every dime of their money on the land.

?For real estate it may take a year or two, [but] we collect about 99.9 percent of it,? said Scott Miller, Hanover County?s treasurer.

As developers have struggled ? and a handful of the big tax delinquents are in bankruptcy ? there is no doubt the collection rate has suffered, Miller said. For example, Hanover collected 97.12 percent of the taxes due on June 5, 2011, but that is down by almost a full percent from last year.

That pressure makes it harder on the tax collectors, so don?t look to get a lot of sympathy from cities or counties.

?If 97 percent of the county paid their taxes, some [taxpayers] had to make some sacrifices,? Miller said. ?It may have been hard but I think the tax payers expect us to try and collect from those who aren?t current.?

Apple certainly has some of the best lawyers that money can buy, but in China at least Proview is playing on its home court.

We feel certain that this will eventually be resolved out of court, for now the companies are jostling for leverage to see who gets to dictate the terms of such an agreement. One small bit of relief for the rest of the world ? both sides seem to agree that it?s unlikely that Chinese officials would agree to Proview's request to block exports of the iPad out of China, so this set of lawsuits is unlikely to have a significant impact on customers in the rest of the world.

"Not all states are of equal importance," said Steve Schmidt, who helped the GOP's 2008 nominee, Arizona Sen. John McCain, navigate the campaign calendar as a senior adviser.

Sensing an opportunity, the pro-Romney group Restore Our Future is targeting Gingrich in television ads in the state, hoping to deny the former House speaker a sweep of the delegates and leave some on the table for Romney to scoop up.

Not such maneuver is possible in Arizona. There, all 29 delegates go to the winner, and Romney, a former Massachusetts governor, is heavily favored.

"If you're the front-runner, and inevitability or electability are things that are driving the ballot, it's important to do a combination of both" win states and accumulate delegates, Schmidt said in an interview, offering a description of the situation that Romney confronts.

For Romney's rivals, first-place finishes are critical to creating or maintaining the impression of momentum, said Terry Nelson, who was a top strategist for campaign dropout Tim Pawlenty, a former Minnesota governor.

"It's going to matter more for Rick Santorum and Newt Gingrich because their campaigns are more reliant on cash flows and they need the victories to maintain that," he said.

All candidates share one objective, he added. "You go from win to win."

Texas Rep. Ron Paul, the only of the four contenders without a victory so far, eyes four chances to break through: caucuses in Washington on March 3, and in North Dakota, Idaho and Alaska three days later. An unusual presidential campaign trip to Alaska is possible.

Nor are the candidates the only ones working to shape the race.

Restore Our Future, the political organization that supports Romney and has devastated Gingrich with attack ads in two states, is turning its attention to Santorum, a former Pennsylvania senator.

Already, the group has spent $5 million on television advertisements combined in Arizona and Michigan through Feb. 28, and Ohio, Tennessee, Oklahoma and Georgia through Super Tuesday. The group also has commercials airing in Mississippi and Alabama.

Santorum responded with a commercial in Michigan designed to blunt the attacks and tarnish Romney. It shows a Romney lookalike wielding a machine gun that sprays mud in Santorum's direction.

When the weapon jams, the gunman tries to fix it, and ends up splattering himself instead.

The Red White and Blue Fund, which supports Santorum, is advertising in Michigan, but the former senator and his allied group are being outspent roughly 3-1 by Romney and Restore Our Future.

"We know that we're going to win some and were going to lose some, but we have the resources and the organization to go the distance even if that means a primary calendar that extends into the spring," said Gail Gitcho, communications director for Romney.

With Gingrich unable to come close to duplicating his Jan. 21 victory in South Carolina, his goals are as diminished as his campaign bank account.

"We want to aim at Washington state with 40 delegates. We want to do as best as we can in Michigan, but understanding there's a larger strategic gain for us if a consensus builds around the idea that Mitt Romney is unacceptable as the nominee," campaign spokesman R.C. Hammond said.

He said Ohio, Georgia, Oklahoma and Tennessee are priorities.

A state-by-state list, with the number of delegates at stake in parentheses:

Feb. 28:

Arizona primary (29): The winner gets all the delegates, and private polling shows Romney well ahead. Candidates gather in Mesa on Feb. 22 for their first debate in three weeks.

Michigan primary (30): The relative lack of suspense about Arizona heightens the political significance of Michigan, the first of the big industrial states to vote in the Republican race. Romney, who grew up in the state, won it four years ago. Santorum's support in the polls is rising statewide as well as nationally, and he hopes for an upset that can strengthen his chances on Super Tuesday.

March 3:

Washington caucuses (40 delegates): Santorum hoping for a victory. Three delegates go to the winner of each of the state's 10 congressional districts, an invitation for strong competition.

March 6 (Super Tuesday, seven primaries, three caucuses, 419 delegates total)

Alaska caucuses (24): Delegates are awarded in proportion to the statewide vote. Paul may fly there in search of an elusive victory.

Georgia primary (76): Gingrich's home state when he was in Congress, and anything other than a victory would resurrect talk of a campaign exit.

Idaho caucuses (32): A large Mormon population makes this a natural fit for Romney. Santorum campaigned there last Wednesday, Paul on Friday.

Massachusetts primary (38): Romney could win all of the delegates in his home state.

North Dakota caucuses (28): Santorum made three stops in the sparsely settled state in a single day recently, and hopes to add it to his list of earlier caucus victories in Iowa, Minnesota and Colorado. Paul is also hoping for success.

Oklahoma primary (40): Private polling makes this a three-way toss-up among Romney, Santorum and Gingrich, who's targeting it as part of a Southern-based revival strategy.

Ohio primary (63): A big battleground state, although the results of the Michigan primary on Feb. 28 are likely to reset the race instantly. As elsewhere, Restore Our Future, the pro-Romney Super-Pac, got the jump in television advertising.

Tennessee primary (55): One of the states Gingrich hopes will launch a comeback, and polling currently shows a competitive three-way race in a state that allocates delegates in proportion to the popular vote.

Vermont primary (17): The second New England state on the ballot, and the one with the fewest delegates of all the Super Tuesday states. Romney is favored although the delegates could be divided.

Virginia (46) : Romney figures to get all the delegates for little effort, with neither Santorum nor Gingrich on the ballot.

Farah L. Miller: Children's Television Shows Are Actually Good

The first time I saw "Wonder Pets," I started texting several friends -- some parents, some child-free -- "Omygod put on Nick Jr. right now. There is a duck who can't say her r's and a turtle and hamster and they are wearing capes and saving a baby panda!" The ones who didn't ignore me (likely the same women who hit refresh on Cute Overload a few hundred times a day) were excited. But, most of my mom friends laughed at my enthusiasm. Their kids were older, they'd moved on, and eventually -- after I watched all the baby animals get rescued -- I did too.

When I saw that, I retweeted her (along with 75 other fans) and added my own: Seewious. And, I felt a little jealous that she got to be in that beginning phase of the love affair with Winnie, Tuck and Ming Ming.

In the latest issue of the New Yorker, Emily Nussbaum, analyzes what's so appealing about the threesome. "Wonder Pets," she says is just one example of a renaissance in children's programming. Amen to that. At last, an actual television critic has said it -- this stuff that we let our kids watch is good. Or, shall I say, at last a parent has said it (Nussbaum has two kids, age 4 and 6) -- we can talk about television for toddlers without bringing up pediatric guidelines or mommy guilt.

Nussbaum said in a podcast on newyorker.com that she didn't let her first child watch any TV until he was 2-years-old, per the American Academy of Pediatrics guidelines. But, like blogger Rhiana Maidenburg who came out on HuffPost as a mom for toddlers who watch television, the TV critic confessed that her screentime rules went out the window with baby number two. "Anyone who has ever had a 2-year-old and a newborn knows this changes the entire dynamic and all household policies," she said.

At that point, Nussbaum discovered "Miffy and Friends." I hadn't seen that show, but now, after watching approximately 33 YouTube clips, have to agree with her review. It is "like a shelter magazine for toddlers." She praises a handful of other shows too -- all the same ones that fill up my DVR. Yo Gabba Gabba, of course, is the psychedelic "kindie pop" example of impressive kids' programming, and "Ni Hao, Kai-Lan" gets its due as more than a Dora ripoff -- "cognitive behavioral therapy for the toddler's soul."

And, just like I'm not saying these shows give me the same amount of guilty pleasure as say the more grown-up "Revenge," Nussbaum says:

"I'm not suggesting that "Wonder Pets" is the kiddie version of "The Wire." (Maybe it's more like "Monk.") But there's something inspiring in the way that these shows find freedom, and beauty, by respecting their medium's innate strengths and constraints, instead of viewing them with disdain."

The only issue I had with Nussbaum's piece is that she glosses over the importance of "Sesame Street," which at the moment, is the only show my toddler wants to watch. In the podcast, Nussbaum explains this a little bit, though. She says she always thought "Sesame" was great, and still is great, but -- with the exception of Elmo's World -- it's based on adult humor.

While 39 million people watched the Grammys this past weekend, my daughter and I caught up on "Sesame." For the most part, I was happy with this situation. But, something about her obsession with Super-Grover, who really does seem kind of retro, hasn't been sitting right with me. And, if it's not just the fear I feel about how addicted she is to that one show and how screen-time is bad (and gah, really this post is not about that, nope ...) Maybe, it's just that like all art, there is a time for the classics and a time for the new. The next time she wants to watch something, I'm going to suggest we diversify.

Honduras prison fire kills more than 350 inmates (Reuters)

TEGUCIGALPA (Reuters) ? A massive fire swept through an overcrowded prison in Honduras and killed more than 350 inmates, many of them trapped and screaming inside their cells.

A senior official at the attorney general's office, Danelia Ferrera, said 357 people died in the blaze that began late on Tuesday night at the prison in Comayagua, about 75 km (45 miles) north of the capital Tegucigalpa.

"It's a terrible scene ... Our staff went into the cells and the bodies are charred, most of them are unrecognizable," Ferrera told Reuters, adding that officials would have to use dental records and DNA in many cases to identify those killed.

It was one of the worst prison fires ever in Latin America.

"We heard screaming from the people who caught on fire," one prisoner told reporters, showing the fingers he fractured in his escape from the fire. "We had to push up the roof panels to get out."

Honduras has the highest murder rate in the world, according to the United Nations, and there are frequent riots and clashes between rival street gangs in its cramped prisons.

But it was not yet clear if the prison fire was started during a riot or if it was an accident.

Worried and angry relatives surrounded the prison on Wednesday morning, at one point throwing rocks at police and trying to force their way inside the prison.

Police responded by firing shots into the air and shooting tear gas at protesters, most of whom were women.

President Porfirio Lobo said he suspended the director of the Comayagua prison and the head of the national prison system to ensure a thorough investigation.

He promised to "take urgent measures to deal with this tragedy, which has plunged all Hondurans into mourning".

There was confusion over the death toll, with some reports that more than 100 inmates had escaped and could have been mistakenly counted among the dead and others that the dead and missing totaled 402 people - almost half the prison's inmates.

Lucy Marder, head of forensic services in Comayagua, said police reported that one of the dead was a woman who had stayed overnight at the prison and the rest were inmates, but she said some of the presumed dead could have escaped.

Local media reported that the Comayagua fire department chief also died in the blaze.

VIOLENT GANGS, DRUGS

Honduras' notoriously violent street gangs, known as 'maras', gained power inside Hispanic neighborhoods in the United States in the 1980s and then spread down into Central America. Their members wear distinctive tattoos and are involved in drugs and weapons trafficking, armed robbery and protection rackets.

The Comayagua prison housed more than 850 inmates -- well above its capacity. A local police chief read out the names of 457 survivors outside the prison, but relatives were not appeased.

"This is desperate, they won't tell us anything and I think my husband is dead," a crying Gregoria Zelaya told Canal 5 TV as she stood by a chain link fence.

Local firemen said they were prevented from entering the prison due to gunshots. But Daniel Orellana, head of the prison system, said there was no riot.

"We have two hypotheses, one is that a prisoner set fire to a mattress and the other one is that there was a short circuit in the electrical system," he said.

Across Honduras, prisons are filled to double their capacity with about 12,500 prisoners in jails meant to hold 6,000. More than 100 prisoners were killed in a fire in the textile manufacturing town of San Pedro Sula several years ago, and survivors said later that guards fired on prisoners trying to escape the blaze.

Honduras had more than 80 homicides per 100,000 people in 2009, a rate 16 times that of the United States, according to a United Nations report last year.

The country is a major drug trafficking transit point for South American cocaine moving north to consumers in the United States, and authorities say there is increasing presence of violent Mexican drug cartels in the country.

A political crisis ripped through Honduras in mid-2009 when a widely-condemned coup toppled the democratically elected president but the country has been trying to heal divisions since Lobo was elected later that year.

The Dangerous Pursuit of Pastoral Fame | Out of Ur | Conversations ...

The Celebrity Pastor certainly isn?t a new phenomenon. But the extent to which some take it today, I think, is. Yes, Spurgeon had his sermons published in the paper weekly. But can anyone really imagine him re-tweeting the fawning praises of his Twitter followers, or John Wesley selling tickets to his latest tour? Can anyone imagine Dwight Moody slapping his name on a couple ghostwritten books a year?

In other words, it seems as though we?ve thrown any reluctance over celebrity for our ministry endeavors out the window, and now many of us are now actively cultivating, pursuing, and?dare I say?grasping at the fame, increased money, and recognition that comes with hitting the big time in today?s ministry world.

And therein lies the danger and the challenge. Both for us personally and for the church as a whole.

When pastors start building their ?platform,? growing their influence, and raising their profile, it?s generally talked about in terms of expanding ministry reach, being a good steward of the talents God has given, and, always, increasing ?kingdom impact.? And while I have no doubt that many are humbly pursuing a God-given call to speak beyond the bounds of their local church community to a larger audience, I also suspect that for many, the motivations are somewhat more muddied, somewhat less altruistic.

For example, pastors who receive large salaries from their churches to produce sermons and resources for their community and then turn around and package and sell those same sermons and resources for personal profit need to rethink the model under which they are working. That kind of double dipping is not allowed in many other places in the world and probably shouldn?t be allowed in the church.

These last few years have seen a host of pastors and ministry leaders confronted with the challenges of a global audience and a personal brand. Some have done so with integrity, recognizing that their increased fame and recognition had become not only a danger to their own souls, but a hinderance to their church community, and they have wisely chosen to step out of one role so that they might more fully and faithfully pursue another.

Francis Chan is a great example. He took a lot of flack for leaving his mega-church pulpit. His motivation? Wanting ?to go somewhere where he is unknown.? It?s a study in contrasts to watch Chan, who feels ?led to greater obscurity? try to explain that to one of the more famous of today?s celebrity pastors.

How refreshing is it to hear someone in today?s world talk about pursuing obscurity?

The danger is not only to our own souls, that we would grasp after fame and abandon the quest for humility in our own lives. The danger is also that we would continue to hard-code the celebrity culture into our church communities. That we as a Church would continue to admire men and women not for their servant hearts but for their big audiences. That we see a day when every large and medium-sized ?market? in America is served by the franchises of the five or six top video venue pastors . . . and we would like it.

We must begin to separate celebrity from pastoral work. Local church ministry should not be a stepping stone to anything, least of all to fame and fortune. It should not be easier for CNN to get in touch with a pastor than for someone in his own congregation.

For me, I knew I was in danger when the stats on my blog became important to me. I would post something and then check obsessively over the next few days to see how many had read it, linked to it, commented on it. The balance had shifted from ?I want to say something about ministry/Jesus/the Gospel? to ?I want to be known as someone with something to say.? And when that shift occurs, no matter how much we say the name ?Jesus,? what we?re really pointing people to is ?me.? Jesus has become the platform on which we stand, not the Savior to which we point.

So, how do you know you are moving into the danger zone here? Is it only big time ministry leaders who are affected by this? Not by a long shot. The truth is, the size or scope of your ministry is irrelevant. In fact, sometimes it?s those of us who have the smallest ministries who actually have the biggest longings.

Some signs you might be in danger:

You look at the speaker roster for a conference and think, Why did he/she get an invite and not me?

You feel jealous of others because of the size or scope of their ministry.

You begin to dream that somehow ?hitting it big? (or even hitting it medium) will free you from ministry, or you begin to resent the small, mundane and unnoticed tasks of local church ministry.

You regularly Google yourself (please, no jokes in the comments.)

Your face appears on the front page of your church?s website.

You become a ?friend collector? who racks up the Facebook/Twitter followers with the idea that someday, you?ll be able to leverage that when you write that book you?ve been talking about writing forever.

You find yourself thinking more and more about how you can get your name ?out there.?

Please don?t think I?m condemning any pastor who has ever written a book or spoken at a conference. This is a very fuzzy area in which much grace needs to be extended. But if we never talk about the danger zone of self-promotion, we?re doing a disservice to ourselves and those we are called to serve. If we don?t think hard, on a personal level, about our need to be known by people beyond those we are directly in relationship with and service to, we run the risk of becoming men and women who use the people God has given us to serve as a means to our own self-gratifying and glorifying ends.

More and more, I?m trying to lean hard into the credo of John the Baptist: He must increase, and I must decrease. Maybe others can manage the trick of doing this while simultaneously ?building their brand.? If so, God bless them. I just know that I can?t. And I?m betting not many of us can.

Charitable giving is a custom that can be found in every culture throughout history.Since the begining of civiliation,people have given in various ways to those in need. Though the way charitable giving has evolved through cultures and time,one thing has remained the same,?love of man?,the very definition of philanthropy stays with us.

The origins of the word ?philanthropy? go all the way back to the story of Prometheus. According to ancient Greek mythology, Zeus thought man much too backward and primitive to share one of the most important resources the gods had: fire. Without fire, man literally lived in the dark, a cave-bound existence without the ability to create warmth, cook, or fashion tools. Zeus looked out on the pitiful lot of humans and decided to destroy them.

The Titan Prometheus, however, had taken a liking to humans. He saw great promise in them, and believed they were destined to do great things. All they needed was a head start, a little boost. He believed that fire would change their existence, so he shared that gift because of his ?philanthropy,? his love for man. It didn?t turn out all that well for Prometheus though as Zeus had him chained to a rock and had his liver plucked out daily by an eagle, which grew back each night. Many years later, Prometheus was rescued by Hercules, who was on his way to another adventure.

This concept of charitable giving was taught by Plato in some of the earliest organized educational efforts in human history. Later of course, like much of Greek culture, this charitable giving became a custom in the Roman world. Julius Caesar himself was much beloved by the Roman citizenry because of his philanthropic efforts to make Rome a better place for all of its citizens. This idea of private charitable giving for the public good found its start, and was here to stay.

Of course, the spread of Christianity throughout the west entrenched the concept of charitable giving. The Apostle Paul wrote to the Corinthians that ?charity? was the highest virtue attainable by Christians. This echoed Jesus sentiments when he told his disciples that loving one?s neighbor was only second to loving God. Charitable giving was now entrenched in one of the world?s major religions.

The Dark Ages would see less emphasis placed on charitable giving. With the relative unity of Greek and Roman culture gone, the world became tribal, and people viewed one another as rivals rather than neighbors. The focus was on conquest rather than philanthropy.

The Renaissance, however, saw a rebirth of classical ideals and philanthropy was among them. As philosophers like Sir Francis Bacon mused on ?goodness,? the idea of charitable giving was central to the concept. Even in government, the term ?commonwealth? was born, focused on the idea that the government?s efforts, whether military, legislative or economic, were all undertaken to foster the common good.

During the 18th and 19th centuries, which saw a drastic division in economic status in both England and America, the notion of ?noblesse oblige? ? the obligation of nobility and the privileged ? became popular. While many had become quite wealthy either through land holdings or through becoming industrialists, the idea was that there was an obligation among those who were blessed with wealth to engage in charitable giving to benefit their fellow man. Just as they had been blessed, they believed they too had to bless others.

Large private foundations were born during this era through the charitable giving of men like John D. Rockefeller and Andrew Carnegie. Carnegie, in fact, left the vast majority of his wealth to the city of Pittsburgh for use in public projects. History often depicts these men as ?robber barons,? but their charitable giving was unmatched in their day.

It is doubtful that we will ever stop loving our fellow man or engaging in charitable giving. Something within us cries out to do so. Our history is rich with illustrations of charitable giving and it is incumbent upon us to continue that wonderful tradition.
